上午好！今天，全球嘉宾来到创新开放的粤港澳大湾区，相聚在充满活力又美丽的广州，隆重举办世界创新大会2024年会，共同探讨“科技创新与不确定的世界经济”前沿话题。此时此刻，我感到非常激动，在各位领导嘉宾的大力支持和大家的共同努力下，本届大会今天在这里如期举办并取得了圆满的成功。在此，我代表世界创新大会组委会，向今天的致辞嘉宾、演讲嘉宾致以崇高的敬意，对各位嘉宾的到来表示热烈的欢迎和衷心的感谢，对长期以来给予世界创新大会关心、支持、帮助的世界各国朋友和媒体记者们表示衷心的感谢！

Good morning! Today, Global guests come to the innovative and open Guangdong Hong Kong Macao Greater Bay Area, gathering in the vibrant and beautiful Guangzhou, to grandly hold the World Innovation Conference 2024. Together, we explore cutting-edge topics such as “Science and Technology Innovation and the Uncertain Global Economy.” At this moment, I am extremely excited. With the strong support of leaders and guests and the joint efforts of everyone, this conference is held as scheduled today and has achieved complete success. On behalf of the Organizing Committee of the World Innovation Conference, I would like to express my highest respect to today’s speakers and lecturers, and I sincerely thank all the guests for their arrival. 世界创新大会创办于2017年，是为贯彻习近平主席关于创新发展重要讲话、重要指示精神搭建的国际创新合作交流平台。大会主旨是“促进国际创新合作交流，共建人类创新发展命运共同体，让创新更好地造福人类”；愿景是“立足中国(粤港澳大湾区)，面向世界，致力打造具有全球影响力的国际创新标杆盛会，和国际创新合作交流平台，努力成为链接全球政界、工商界、科学界的桥梁和纽带”。

大会创办八年来，得到了中国政府有关部门和国际社会的广泛支持。经过8年的精心培育和发展，世界创新大会已经成功举办八届年度盛会，来自100多个国家和地区的政府官员、国际组织负责人、工商界领袖、科学家、专家学者等9000多名嘉宾出席会议。近百位嘉宾在大会作主旨演讲，签署了一系列重要合作协议，取得了丰硕成果，国内国际影响力不断增强。

The World Innovation Conference was established in 2017 as an international platform for innovation cooperation and exchange to implement President Xi Jinping’s important speeches and instructions on innovative development. The main theme of the conference is “Promoting international innovation cooperation and exchange, building a community of shared future for human innovation development, and benefiting humanity better through innovation.” The vision is “Based in China (Guangdong-Hong Kong-Macao Greater Bay Area), facing the world, committed to creating an international innovation benchmark event with global influence, and an international platform for innovation cooperation and exchange, striving to become a bridge and bond linking the global political, business, and scientific communities.”

Since its inception eight years ago, the conference has received widespread support from relevant Chinese government departments and the international community. After eight years of careful cultivation and development, the World Innovation Conference has successfully held eight annual events, with more than 9,000 guests from governments, international organizations, business leaders, scientists, and experts from over 100 countries and regions attending. Nearly a hundred guests have delivered keynote speeches, and a series of important cooperation agreements have been signed, achieving fruitful results and continuously increasing domestic and international influence.

President Xi Jinping pointed out that innovation is the primary driving force for development. China firmly pursues a mutually beneficial and win-win open strategy, willing to work with countries around the world to promote scientific and technological innovation, and to better benefit the people of all nations through innovation.

Strengthening international innovation cooperation plays an important role in promoting the implementation of the United Nations 2030 Agenda for Sustainable Development. To further gather global consensus on scientific and technological innovation, openness, cooperation, and sharing, the World Innovation Conference has issued an initiative to the global scientific and economic communities, calling on all parties to join hands sincerely and work together to strengthen international innovation cooperation and exchange, to better benefit the people of all countries with scientific and technological innovation, and to make a positive contribution to the sustainable development of all humanity.

科技创新已成为推动经济增长的关键因素。它不仅改变了我们的生活方式，更在全球经济体系中扮演着至关重要的角色。从历史的角度看，每一次重大的科技创新都引领了经济的飞跃，推动了社会生产力的提升，为人类社会的进步奠定了坚实的基础。

展望未来，科技创新将继续成为推动经济增长的强大引擎。随着人工智能、量子计算、生物技术等前沿科技的不断发展，我们将迎来一个更加智能化、高效化、可持续化的经济新时代。

当前，世界百年变局加速演进，世界经济面临多种挑战。加强国际创新合作，有助于在当前国际形势下凝聚更多创新发展共识，应对全球共同挑战，解决全球性问题。应对全人类发展命运的共同挑战，需要全球各界积极倡导无国界、无障碍、无歧视的开放创新精神与理念，加强国际创新合作，以高水平开放合作的有效行动，提供系统性、高质量的解决方案，有效回应世界各国人民的共同关切。只有不断推动开放才能更好促进合作交流，让创新潜力充分释放，让创新源泉奔腾涌流，让创新成果实现共享。

Scientific and technological innovation has become a key factor in driving economic growth. It has not only changed our way of life but also plays a crucial role in the global economic system. From a historical perspective, every major scientific and technological innovation has led to economic leaps, promoted the improvement of social productivity, and laid a solid foundation for the progress of human society.

Looking to the future, scientific and technological innovation will continue to be a powerful engine for economic growth. With the continuous development of cutting-edge technologies such as artificial intelligence, quantum computing, and biotechnology, we will usher in a new era of a more intelligent, efficient, and sustainable economy.

At present, the world is undergoing rapid changes over a century, and the global economy faces multiple challenges. Strengthening international innovation cooperation helps to gather more consensus on innovation and development under the current international situation, to address global challenges, and to solve global problems. To address the common challenges of the fate of human development, the global community needs to actively advocate an open spirit and concept of innovation without borders, barriers, or discrimination, to strengthen international innovation cooperation, and to provide systematic, high-quality solutions through effective actions of high-level open cooperation, effectively responding to the common concerns of people around the world. Only by continuously promoting openness can we better promote cooperation and exchange, fully release the potential of innovation, allow the sources of innovation to flow freely, and achieve the sharing of innovation achievements.

各位来宾，

深化国际合作是实现科技创新造福人类的必然选择。当今世界，粮食不足、资源短缺、环境污染、气候异常、疾病流行、贫困等诸多全球性难题，对人类生存和发展已经构成严峻挑战。科技创新是人类社会发展的重要引擎，也是应对许多全球性挑战的有力武器。携手促进科技创新，是战胜共同挑战、创造美好未来的必由之路，现在人类比以往任何时候都更需要携手前行、共克时艰。

加强国际科技创新合作，不仅可以促进国际间科技创新资源的互补共享，更好地整合优化全球科技资源和要素，形成强大的创新源，还可以充分利用各国的比较优势，降低科技创新的成本和风险，提高创新整体效率和水平。近年来，中国坚持以全球视野谋划和推动科技创新，主动融入全球科技创新网络，树立人类命运共同体意识，深入参与全球科技创新治理，主动发起全球性创新议题。中国既是国际前沿创新的重要参与者，也是共同解决全球性问题的重要贡献者。

Deepening international cooperation is an inevitable choice to achieve scientific and technological innovation for the benefit of humanity. Today’s world faces many global challenges such as food shortages, resource scarcity, environmental pollution, climate anomalies, disease outbreaks, and poverty, which pose severe challenges to human survival and development. Scientific and technological innovation is an important engine for the development of human society and a powerful weapon to address many global challenges. Promoting scientific and technological innovation together is the only way to overcome common challenges and create a better future. Now more than ever, humanity needs to work together to overcome difficulties.

Strengthening international cooperation in scientific and technological innovation can not only promote the complementary sharing of international scientific and technological innovation resources, better integrate and optimize global scientific and technological resources and elements to form a strong source of innovation, but also make full use of the comparative advantages of various countries, reduce the costs and risks of scientific and technological innovation, and improve the overall efficiency and level of innovation. In recent years, China has insisted on planning and promoting scientific and technological innovation with a global perspective, actively integrating into the global network of scientific and technological innovation, establishing a sense of community with a shared future for mankind, deeply participating in global governance of scientific and technological innovation, and taking the initiative to initiate global innovation topics. 世界创新大会2024年会(第八届)全体大会12月15日上午在广州隆重举办，会议主题为“科技创新与不确定的世界经济”。会议多语种全球直播，600多万人次通过不同网络平台收看会议盛况，联合国驻中国协调员(大使)和多国领导人为大会发来贺信，国际社会广泛关注。

本届大会邀请了100多个国家和地区的政界、工商界、科学界代表等约500名嘉宾出席会议。与会的国内外顶尖科学家、经济学家、企业家等嘉宾围绕科技创新、人工智能、世界经济、国际创新合作等热点问题作主旨发言，共同把握当前及未来的新机遇、应对新挑战，为促进国际创新合作和推动人类可持续发展凝聚共识、贡献智慧，为建设创新强国和粤港澳大湾区国际创新中心建言献策。

欧盟亚洲中心主席、联合国前副秘书长兼环境规划署执行主任、“一带一路”绿色发展国际联盟主席埃里克·索尔海姆(Erik Solheim)在致辞中表示，科技创新已成为推动全球经济和社会发展的核心力量。创新驱动和开放合作已成为全球共识，国际合作将是解决当前经济增长放缓、社会进步乏力的关键动力。他建议，各国应制定明确的创新目标，加强国际合作，推动全球创新生态更加包容和公平。

联合国驻华协调员(大使)常启德(Siddharth Chatterjee)在致辞中表示，世界创新大会与联合国2030年可持续发展议程高度契合，创新是应对全球挑战和推动可持续发展的核心动力。他高度赞扬粤港澳大湾区在高科技产业和国际化营商环境中的全球领先地位，并强调联合国将继续支持该区域的可持续发展。他指出，全球合作和技术创新是解决气候变化、健康和贫困问题的有效途径，联合国将推动各国合作实现2030年可持续发展目标。

穆沙希德·侯赛因(Mushahid Hussain)，巴基斯坦参议员、参议院国防委员会主席、巴中学会主席作题为“加强‘一带一路’贸易和经济创新合作”的致辞演讲，强调全球科技创新正经历深刻变革，中国通过推动知识前沿的拓展，成为全球创新合作的引领者。他指出，“一带一路”倡议在促进全球经济合作与创新方面发挥重要作用，已实施3000个项目，总投资达到一万亿美元，创造就业并助力脱贫。其中，中巴经济走廊作为“一带一路”旗舰项目，吸引了中国260亿美元投资，促进了两国在能源、基础设施、教育和科技等领域的合作。他呼吁加强技术创新合作，提升国际互信，共同应对全球性挑战，推动全球经济和创新的可持续发展。

第十四届全国政协提案委员会副主任、中国发展研究基金会理事长、国务院发展研究中心原副主任张军扩在致辞中就如何“加快形成与创新发展相适应的体制和政策环境”进行了探讨。他强调，创新是推动高质量发展的核心动力，已成为中国现代化建设的关键战略。他提出两点建议：一是要改善企业发展环境，稳定预期，保持创新动力；二是要优化科技创新环境，增强我国创新能力。他呼吁全球共同营造宽松、包容的创新氛围，为推动全球经济注入持续创新动力。

诺贝尔奖获得者巴里·马歇尔(Barry Marshall)在致辞中表示，创新是人类可持续发展的关键,世界创新大会给他们提供了一个非常重要的创新探讨平台。他回顾了自己发现幽门螺旋杆菌的经历，强调这一发现为全球公共卫生做出的贡献。马歇尔呼吁各国积极拥抱科学事业，秉持一丝不苟的精神，在国际合作与交流中不断推动创新，为全人类的福祉贡献力量。

在本次大会的主旨演讲中，多个重要议题得到深入探讨。

中国工程院院士凌文作题为“治理体系与治理能力现代化”的主旨演讲，探讨了治理与创新之间的密切关系，强调治理体系现代化不仅依赖有效的管理机制，还需要创新驱动。他指出，现代治理是动态提升的过程，依赖大数据、明确规则和清晰流程。他呼吁各界推动持续创新与协作，为国家长远发展提供强有力的支撑。

美国国家科学院外籍院士、英国皇家学会外籍院士、欧洲科学院院士、药理学家和科学家，洪都拉斯驻华大使萨尔瓦多·恩里克·蒙卡达(Salvador Moncada)作题为“人工智能，发展中国家实现可持续增长的途径”的主旨演讲，他强调，人工智能是推动发展中国家实现可持续增长的关键驱动力。他介绍了洪都拉斯在技术创新方面的进展，洪都拉斯与中国电建及“一带一路”绿色发展联盟(BRI-GC)签署的历史性谅解备忘录，将利用人工智能等先进技术推动洪都拉斯能源部门的现代化，为可持续发展奠定基础。

中国科学院外籍院士、欧洲科学院院士、加拿大工程院国际院士、欧洲工程院院士、美国国家发明家科学院院士王中林作题为“纳米发电机的科学原创及能源新质生产力”的主题演讲。他在演讲中回顾了过去20年在纳米科技和能源领域的原创研究成果，介绍了将机械能转化为电能的创新原理。他强调，未来能源发展将依赖海洋资源，如何高效利用海洋能源是全球科技发展的关键方向。王中林指出，持续创新和原创思维是应对全球挑战、推动可持续发展的核心动力。

世界创新大会2024年会执行主席、欧洲科学院院士张学记作题为“AI、Web3.0到Meta的人类永生路线图”的主旨报告，探讨了生物传感器、人工智能与数字永生的前沿技术及应用，介绍了生物传感器在现代科技中的核心地位，并详细讲解了生物传感技术如何助力精准医疗、智能健康管理，并进一步推动数字生命的发展。张学记认为，科技进步不仅改变对生命与健康的认知，还将深刻影响社会结构与人类生活方式，为未来的智能、可持续发展奠定基础。

香港科技大学(广州)协理副校长熊辉作题为“AI时代: 创新人才能力模型的新范式”主旨演讲。他探讨了人工智能与创新人才培养的未来趋势。他指出，全球科技驱动力已转向数据，中国和美国正在引领智能革命。他指出，机器无法进行“从零到一”的创新，培养创新型人才不仅要学知识，更要培养智慧和驾驭机器的能力。在培养“金手指”型人才的同时，更应挖掘具备“金头脑”潜质的人才。只有具备勇气与能力，才能在智能时代引领科技创新。

腾讯公司副总裁、腾讯技术委员会主任王巨宏作题为“创新引领，坚持初心”的主旨演讲。她介绍，腾讯始终将科技与创新作为发展核心驱动力，持续加大研发投入，推动专利数量增长，取得了显著技术进展。她指出，腾讯坚守初心，不仅推动从基础研究到应用技术的全链条创新，取得了物联网、云服务等领域的突破，还积极推动科技向善，支持开源平台，提升中国程序员技术能力，加强产学研合作，助力基础研究和人才培养。

新华网股份有限公司副总裁杨庆兵作题为“如何从多维视角看创新的价值？——穿越历史、定义今天、创造未来”的主旨演讲，他指出，创新一直是推动人类文明发展的核心力量，是今天打破发展瓶颈的关键所在，更是未来让“地球转得更快”的动力源泉。尽管我国科技创新取得显著进展，但仍面临创新不足的问题，需要培养创新型人才、提升教育水平和改革科技评价体系。他分享新华网在推动媒体创新方面的实践，展示了技术如何引领新闻行业变革和数字经济发展。

加拿大工程院院士杨军作题为“低空经济的未来机遇与挑战”。他指出，科技创新，特别是颠覆性技术，将推动产业创新，并催生新产业和新模式，核心驱动力在于技术的原创性与高质量。杨军强调，低空经济作为新兴产业，不仅推动全球创新合作，还将成为未来经济的新动能，助力全球可持续发展。他认为，新质生产力源自新的经济空间、产业形态和技术领域，必将深刻影响未来经济发展方向。

世界创新大会创始人、世界创新大会组委会秘书长谢建超博士作“加强国际创新合作，让创新惠及各国人民”的答谢致辞。他指出，加强国际创新合作，对推动落实联合国2030年可持续发展议程具有重要作用。在当前全球经济面临多重挑战的背景下，推动无国界、无障碍、无歧视的开放创新神与理念，能帮助应对全球性问题、促进共识、提供系统性、高质量的解决方案。谢建超说，粤港澳大湾区作为中国改革开放创新的门户，凭借其制度优势、全球竞争力和领先的营商环境，将在推动国际合作与科技创新中发挥重要作用，粤港澳大湾区成为国际科技创新中心指日可待。

本届大会发布了多项重要成果，出席大会的各国经贸代表团与粤港澳大湾区企业和有关部门成功签约2024-2025年度合作及意向合作协议60多份，包括产业投资、技术合作、进出口贸易等，合作签约金额约132亿元人民币。发布的主要成果包括：

一、成功举办“大湾区之夜欢迎晚宴”，世界创新大会组委会向出席世界创新大会2024年会的杰出科学家、企业家、专家学者和为世界创新大会作出突出贡献的人士颁发世界创新大会纪念勋章；向巴基斯坦参议员、参议院国防委员会主席、巴中学会主席穆沙希德·侯赛因(Mushahid Hussain)颁发“友谊贡献勋章”。

二、成功举办世界创新大会2024年会经贸投资与创新合作洽谈闭门会议及签约仪式活动，来自美国、德国、日本、新加坡、沙特、阿联酋、巴基斯坦、马来西亚等近20个国家经贸投资代表团出席会议，组委会向各代表团推荐粤港澳大湾区的科技创新优势和良好的投资环境优势。各代表团一致认为，粤港澳大湾区作为中国改革开放创新的门户，有一国两制的制度优势，是世界上最主要的湾区之一，更是中国经济最具竞争力和最具活力的区域之一，在制造业、进出口、高科技产业等领域处于全球领先水平。同时，粤港澳大湾区的营商环境国际竞争力居全球前列，市场化、法治化、国际化营商环境达到世界一流水平。在创新大会的推介下，各经贸代表团与粤港澳大湾区企业和有关部门成功签约2024-2025年度合作及意向合作协议60多份，包括产业投资、技术合作、进出口贸易等，共计签约金额约132亿元人民币。

三、启动了世界创新大会智库全球合作计划和世界创新大会创新大奖计划，即2025年起，每年评选颁发“世界创新科学大奖”，发布世界创新竞争力排行榜蓝皮书，包括世界创新企业500强、中国创新企业500强以及行业创新指数排行榜等；

四、新增成立世界创新大会智库、人工智能创新委员会、生命科学创新委员会、中医药创新委员会，并举办了成立仪式；

五、世界创新大会首次设立并颁发世界创新大会“年度创新人物”奖。获得者为：中国科学院外籍院士、欧洲科学院院士、加拿大工程院国际院士、欧洲工程院院士、美国国家发明家科学院院士王中林(下图1)；美国国家科学院外籍院士、英国皇家学会外籍院士、欧洲科学院院士、药理学家和科学家，洪都拉斯驻华大使萨尔瓦多·恩里克·蒙卡达(Salvador Moncada)(下图2)。
