穆沙希德·侯赛因·萨义德：深化中巴创新合作，共促全球南方发展

——在第十届世界创新大会（WIC2026年会）广州峰会开幕式上的致辞

尊敬的各位嘉宾、女士们、先生们：

大家好！我是穆沙希德·侯赛因·萨义德参议员，巴基斯坦中国研究所主席。

我非常荣幸，也满怀喜悦地向在中国广州这座美丽城市举办的第十届世界创新大会致以最热烈的祝贺！

广州，英文旧称Canton，是我五十多年前第一次访问中华人民共和国时曾经到访过的城市。那时我还是一名青少年。

在我的印象中，广州始终是一座繁荣、充满活力的城市。如今，它不仅是中国最发达的城市之一，更是全球创新、科学与技术领域的重要引领者。

世界创新大会是一个汇聚思想、探讨问题、推动倡议的重要平台。

两年前，我曾来到这里，在大会上就多个重要议题发表演讲。那次经历让我亲身感受到广州这座城市的蓬勃活力、发展动力和深厚的思想力量，也感受到了这些力量对世界创新大会的积极影响。

女士们、先生们：

进入二十一世纪，巴基斯坦与中国在创新领域的合作正在迈上一个全新的台阶。

几十年来，巴基斯坦和中国始终是战略合作伙伴，是情同手足的“铁杆兄弟”。

2026年，也是中华人民共和国与巴基斯坦伊斯兰共和国建立外交关系75周年。

就在此时此刻，巴基斯坦宇航员正在中国接受训练。这意味着，巴中合作已经拓展到了外太空领域。

在国家发展方面，我们从中国在创新、科学和技术领域取得的成就中学到了很多。

此前，英国知名刊物《经济学人》曾以“中国：科学超级大国”为封面主题进行报道。

而中国这个科学超级大国，也愿意与友好国家、周边国家以及其他全球南方国家分享自己的知识、经验和专业技术。

巴基斯坦和中国也是习近平主席提出的“一带一路”倡议的合作伙伴。其中，中巴经济走廊（CPEC）是这一倡议的重要旗舰项目和支柱项目之一。

巴基斯坦从中国提供的援助与支持中受益匪浅。

展望未来，巴基斯坦与中国继续深化合作至关重要。

我们应当在科学、创新、技术、信息技术、人工智能、教育，以及农业、工业、矿业等不同领域，将合作提升到新的高度。

巴基斯坦拥有经验丰富、才华出众的专业人才。

我们的专业人才训练有素、教育水平良好，并且精通英语。

同时，巴基斯坦拥有庞大的年轻人口，他们富有创造力，积极投身创业和创新事业。

结合中国长期以来取得的卓越发展成就，我相信，双方合作将为巴基斯坦和中国创造一个真正互利共赢的局面。

我们认为，世界创新大会为巴基斯坦以及全球南方国家提供了一个重要平台。

亚洲、非洲和拉丁美洲汇聚了世界上绝大多数人口。各国可以借助这一平台汇聚力量、交流思想、学习新技术，并寻找创新解决方案。

我们可以共同应对贫困、气候变化和工业发展等重要问题，推动以人为本的发展模式，最终让人民成为创新、科学与技术发展成果的最大受益者。

我毫不怀疑，第十届世界创新大会将是一届意义深远的盛会。

如今，世界创新大会已经取得了令人瞩目的成功。我相信，本届大会将在过去成功经验的基础上继续发展，不断扩大自身影响力。

尤其值得一提的是，大会举办地位于粤港澳大湾区。这里是中国创新、科学与技术发展最为活跃的地区之一。

我希望大会能够助力中国迈向新的高度，推动中巴合作不断拓展与深化，共同促进发展。

我们正处在一个新时代，亚洲世纪的曙光正在显现。

最后，我衷心祝愿第十届世界创新大会取得圆满成功！

巴基斯坦作为与中国情同手足的邻邦，将始终支持并积极参与双方合作。

让我们携手努力，为巴基斯坦和中国两国人民，也为全人类，共同建设一个更加和平、更加繁荣、更加美好的明天。

穆沙希德·侯赛因·萨义德（Mushahid Hussain Sayed），巴基斯坦中国研究所创始主席，政治家及国际战略问题专家。曾多届担任巴基斯坦参议员，历任联邦新闻部长、参议院国防委员会主席、参议院外交关系委员会主席及议会中巴经济走廊委员会主席等职务，长期关注国际政治、外交政策与地区安全。

他长期致力于中巴友好事业，青年时期首次访华，五十多年来访华逾百次，积极推动两国政策交流、民间交往及中巴经济走廊合作。2015年4月20日，在伊斯兰堡获习近平主席颁发的“和平共处五项原则友谊奖”。2024年，应邀出席第八届世界创新大会（WIC2024年会），带来巴基斯坦外交部长致大会的贺信，并成为世界创新大会“友谊贡献勋章”的首位获得者。

Mushahid Hussain Sayed: Deepening China-Pakistan Innovation Cooperation and Advancing Development in the Global South

Distinguished guests, ladies and gentlemen,

Greetings to you all! I am Senator Mushahid Hussain Sayed, Chairman of the Pakistan-China Institute.

It is with great honour and joy that I extend my warmest congratulations to the 10th World Innovation Congress, held in the beautiful city of Guangzhou, China!

Guangzhou, historically known in English as Canton, was one of the cities I visited on my first trip to the People’s Republic of China more than fifty years ago. I was still a teenager at the time.

Guangzhou has always struck me as a prosperous and vibrant city. Today, it is not only one of China’s most developed cities, but also an important global leader in innovation, science and technology.

The World Innovation Congress is an important platform for bringing together ideas, discussing issues and advancing initiatives.

Two years ago, I came here and spoke at the Congress on several important issues. That experience gave me a first-hand appreciation of Guangzhou’s vitality, development momentum and intellectual strength, as well as their positive influence on the World Innovation Congress.

Ladies and gentlemen,

In the twenty-first century, cooperation between Pakistan and China in innovation is reaching a whole new level.

For decades, Pakistan and China have been strategic partners and “iron brothers,” bound by a close brotherly friendship.

The year 2026 also marks the 75th anniversary of the establishment of diplomatic relations between the People’s Republic of China and the Islamic Republic of Pakistan.

At this very moment, Pakistani astronauts are undergoing training in China. This means that Pakistan-China cooperation has now extended into outer space.

In pursuing our national development, we have learned a great deal from China’s achievements in innovation, science and technology.

The renowned British publication The Economist previously featured “China: A Scientific Superpower” as a cover story.

China, as a scientific superpower, is also willing to share its knowledge, experience and expertise with friendly countries, neighbouring countries and other countries of the Global South.

Pakistan and China are also partners in the Belt and Road Initiative proposed by President Xi Jinping. The China-Pakistan Economic Corridor, or CPEC, is one of the initiative’s major flagship projects and pillars.

Pakistan has benefited immensely from China’s assistance and support.

Looking ahead, it is vital that Pakistan and China continue to deepen their cooperation.

We should take our cooperation to new heights across science, innovation, technology, information technology, artificial intelligence and education, as well as agriculture, industry and mining.

Pakistan has experienced and highly talented professionals.

Our professionals are well trained, well educated and proficient in English.

Pakistan also has a large young population. These young people are creative and actively engaged in entrepreneurship and innovation.

Building on China’s remarkable development achievements over the years, I believe our cooperation will create a truly mutually beneficial, win-win outcome for Pakistan and China.

We believe that the World Innovation Congress provides an important platform for Pakistan and the countries of the Global South.

Asia, Africa and Latin America are home to the vast majority of the world’s population. Through this platform, countries can join forces, exchange ideas, learn about new technologies and seek innovative solutions.

Together, we can address important issues relating to poverty, climate change and industrial development, promote a people-centred model of development, and ultimately ensure that people are the greatest beneficiaries of innovation and advances in science and technology.

I have no doubt that the 10th World Innovation Congress will be an event of profound significance.

The World Innovation Congress has already achieved remarkable success. I believe this Congress will build on its past successes, continue to develop and further expand its influence.

It is particularly noteworthy that the Congress is being held in the Guangdong-Hong Kong-Macao Greater Bay Area, one of China’s most dynamic regions for innovation, science and technology.

I hope that the Congress will help China reach new heights, further broaden and deepen China-Pakistan cooperation, and advance our shared development.

We are in a new era, and the Asian century is dawning.

Finally, I sincerely wish the 10th World Innovation Congress every success!

As a neighbour sharing a brotherly bond with China, Pakistan will always support and actively participate in cooperation between our two countries.

Let us work together to build a more peaceful, more prosperous and better tomorrow for the peoples of Pakistan and China, and for all humanity.

About Mushahid Hussain Sayed

Mushahid Hussain Sayed is the Founding Chairman of the Pakistan-China Institute, a politician and an expert in international strategic affairs. He has served multiple terms in the Senate of Pakistan and held positions including Federal Minister for Information, Chairman of the Senate Defence Committee, Chairman of the Senate Foreign Relations Committee, and Chairman of the Parliamentary Committee on the China-Pakistan Economic Corridor. His work has long focused on international politics, foreign policy and regional security.

A longstanding advocate of Pakistan-China friendship, he first visited China in his youth and has made more than one hundred visits over the past five decades. He has actively promoted policy exchanges, people-to-people ties and cooperation on the China-Pakistan Economic Corridor. 

On 20 April 2015, he received the Five Principles of Peaceful Coexistence Friendship Award from President Xi Jinping in Islamabad.
