世界创新大会（WIC）宣言

我们，来自全球100多个国家和地区的创新者，聚于粤港澳大湾区，在世界创新大会创立的重要时刻，站在人类文明演进与科技革命交织的历史节点，郑重宣告：

一、使命与愿景

我们坚信，创新是人类文明进步的根本动力，是应对全球性挑战的核心力量，是推动可持续发展的关键引擎。

世界创新大会以“探索未来、推动创新、促进全球合作”为主旨，以“构建全球创新共同体，让创新造福人类”为使命，致力于成为政界、科学界、工商界及国际组织深度交流合作的重要桥梁。我们秉持“创新、开放、合作、共赢”的核心精神，坚守公益性为主和长期主义原则，立足中国、联结世界，为全球创新发展贡献智慧与力量。

二、核心理念

创新无国界。 创新是全人类共同的财富，不是少数国家或群体的专属。打破地域、行业、学科壁垒，让创新资源自由流动、创新成果普惠共享。

合作赢未来。 保护主义、单边主义只会加剧发展困境，唯有开放合作、协同共生，才能破解全球性难题，实现共同繁荣。

负责任的创新。 技术中立，但创新必须有温度、有底线。我们坚持技术向善、以人为本，推动人工智能等前沿技术朝着有益、安全、公平方向健康有序发展。

普惠赋能。 让创新红利惠及每一个国家、每一个人，特别是发展中国家和弱势群体。我们致力于缩小智能鸿沟，以创新方案回应粮食安全、绿色转型、公共卫生等全球共性挑战。

三、行动承诺

凝聚全球创新共识。 每年举办全球年会、全球创新节及系列论坛，汇聚顶尖智慧，围绕人类共同面对的重大命题形成可操作的创新行动纲领。

加速创新成果转化。 设立世界创新科学大奖，举办世界创新博览会，构建“评奖激励、展览展示、人才培育、成果转化”全链条赋能体系，让创新从实验室走向生产线、从理念转化为实效。

深化全球协作网络。 依托“大湾区+全球创新节点”战略布局，在硅谷、日内瓦、新加坡、利雅得、内罗毕等创新高地常态化举办区域峰会，搭建跨区域、跨领域的对话协作桥梁。

培育青年创新力量。 通过WIC全球创新学院、青年创新领袖论坛等平台，培养兼具全球视野与实干能力的新一代创新领袖，为全球创新共同体注入持久活力。

参与全球创新治理。 围绕人工智能伦理、生物安全、气候变化等新型治理议题，联合国际组织、科研机构与市场主体，共同推动形成开放、公正、包容的全球创新规则体系。

四、共同未来

我们从粤港澳大湾区启程，从本土探索走向全球引领。展望未来，我们将以更加开放的姿态拥抱世界，以更加务实的行动推动创新，以更加坚定的信念践行使命。

我们呼吁：世界各国政府、国际组织、科研机构、企业与创新者携起手来，摒弃零和博弈，超越分歧隔阂，共同构建开放包容、互利共赢、普惠共享、安全有序的全球创新共同体。

World Innovation Congress (WIC) Manifesto

We, innovators from over 100 countries and regions, gathered in the Guangdong-Hong Kong-Macao Greater Bay Area at the historic moment of the establishment of the World Innovation Congress, standing at the crossroads of human civilization and the technological revolution, hereby solemnly proclaim:

I. Mission and Vision

We firmly believe that innovation is the fundamental driving force of human progress, the core solution to global challenges, and the key engine for sustainable development.

Under the tenet of “Exploring the Future, Driving Innovation, and Promoting Global Cooperation,” the World Innovation Congress (WIC) is committed to the mission of “Building a Global Innovation Community and Harnessing Innovation for the Benefit of Humanity.” It strives to become a vital bridge for in-depth exchanges and cooperation among political, scientific, business, and international organization communities. Upholding the core spirit of “Innovation, Openness, Cooperation, and Win-Win,” and adhering to the principles of public welfare and long-termism, WIC is rooted in China, connected to the world, and dedicated to contributing wisdom and strength to global innovation development.

II. Core Principles

Innovation Knows No Borders. Innovation is a common treasure of all humanity, not the exclusive domain of a few countries or groups. We must break down barriers of geography, industry, and discipline to enable the free flow of innovation resources and the sharing of innovation outcomes for the benefit of all.

Cooperation Forges the Future. Protectionism and unilateralism only exacerbate development difficulties. Only through open cooperation and collaborative coexistence can we solve global challenges and achieve shared prosperity.

Responsible Innovation. Technology is neutral, but innovation shall embody humanity and abide by bottom lines. We adhere to technology for good and a human-centered approach, promoting the healthy, safe, fair, and orderly development of frontier technologies such as artificial intelligence.

Inclusive Empowerment. Innovation dividends should benefit every country and every person, especially developing countries and vulnerable groups. We are committed to bridging global intelligent and digital divides and addressing common global challenges such as food security, green transition, and public health through innovative solutions.

III. Action Commitments

Fostering Global Consensus on Innovation. We will hold annual global conferences, the Global Innovation Festival, and a series of forums, bringing together top-tier wisdom to formulate actionable innovation agendas addressing major issues facing humanity.

Accelerating the Commercialization of Innovation. We will establish the World Innovation Science Prize and host the World Innovation Expo, building a full-chain system of “award incentive, exhibition display, talent cultivation, and achievement commercialization,” enabling innovation to move from laboratories to production lines and from ideas to tangible results.

Deepening Global Collaboration Networks. Leveraging the “Greater Bay Area + Global Innovation Nodes” strategic layout, we will hold regional summits on a regular basis in innovation hubs such as Silicon Valley, Geneva, Singapore, Riyadh, and Nairobi, building bridges for cross-regional, cross-sectoral and cross-disciplinary dialogue and collaboration.

Cultivating Young Innovation Leaders. Through platforms such as the WIC Global Innovation Academy and Young Innovators Leadership Forum, we will nurture a new generation of innovation leaders with global vision and practical capabilities, injecting lasting vitality into the Global Innovation Community.

Participating in Global Innovation Governance. Focusing on emerging governance issues such as AI ethics, biosafety, and climate change, we will collaborate with international organizations, research institutions, and market entities to jointly promote the formation of an open, impartial and inclusive global innovation rule system.

IV. Common Future

We set sail from the Guangdong-Hong Kong-Macao Greater Bay Area, growing from local practice to global leadership. Looking ahead, we will embrace the world with a more open attitude, promote innovation with more concrete actions, and fulfill our mission with firmer conviction.

We call upon governments, international organizations, research institutions, enterprises, and innovators from all over the world to join hands, abandon zero-sum games, transcend differences, and work together to build an open, inclusive, mutually beneficial, secure, and orderly Global Innovation Community.

Let innovation leap across mountains and seas, let cooperation illuminate the future, and let humanity share prosperity!
